INFO:
Garaffa was a half-back on the left side. His career began in 1931 in Racing Club de Avellaneda, where he played 50 matches in three seasons and capped twice for Argentina in 1933. He transferred to Italy in 1934. He played 86 games and scored 3 goals for Livorno in four seasons. He almost managed to cap for Italy when he was called-up but the competition didn't give the possibility to debut. After he left Livorono, he played for Crvena Zvezda, Prato, Cosenza and Lecce before retiring in 1943.
A very good player, Garaffa didn't have a great physique. Therefore he offset the lack of strength with good technique. He had the mobility typical of his position mixed with the class of an inside forward. He ran a lot without losing mentality but he wasn't very effective at interdicting. In fact his playstyle was focused on building the play for his teammates whenever he had the ball on his feet. He could do whatever he wanted the ball and, if he was tougher and more practical rather than just technical, he could've become one of the best half-backs in Italy.

MEN at 88, TW at 86?

Why does he looks like one of the best halfbacks in Italy during that time on this regard, regardless of his call ups, if he played half of this era in Serie B?

Just take a look at the midfielders's MEN and TW who were selected to represent Italy at the time of his Livorno career
Italy 1934
Italy 1936
Italy 1938

Mmh it's almost as good as most of them. As I said in the info he never capped for Italy due to these better players, so yes those stats need to be lowered. What about 81-82 MEN and 79-80 TW? Also would you decrease also other stats? And would you make the era 1933-1935 considering only the Serie A season or it's ok as it is?

Yes, like a MEN/TW combo of 80-80 looks better, you should to keep these relatively "unknown" players benchmarked with the most "well-known" players that have an international career as long they are share a similar playing style.
