Both, in first seasons he plays like Luigi Rivas's style, making 1 touch passes (they were fast and accurate) and receiving the long and shorts balls from A. James behind the defenders.

In later season he become an AMF (playmaker style) but then the war interrupted his career.

Later I will fix Cards/SA

I guess you can put SS as secondary position. Based on the texts that I read about him, I suggest these changes:

SA: 86 => 88 (often described as lethal finisher with strong and very precise shot)
MEN: 80 => 82 (calm player, especially when it comes to decisive moments of the game)
AGI: 80 => 83 (I see him more agile)
TEC: 81 => 83 (pretty good at trapping a ball when receiving a pass)

Height: 173 cm
Weight: 70 kg

Agree with this although I'd go even higher for TEC.
Why GT "Standard/Lasting"? His career was basically over when WW2 broke out, it should be Early/Peak or Early/Lasting instead..
I'm also not sure if he really deserves those values for SPA & TMW. He may have taken the role of creator in absence of James but after all he usually prefered to score the goals himself and not assist them. At that time, the passes mostly came from James and the wingers (Bastin and Hulme) cut inside and went on goal themselves..
RES is also too high for a winger of that time, it should be around 81-83 max. IMO. Tactical Dribbling needs to be removed as well.
On the other hand RES needs to be in orange and his speed values could also be higher.

Btw, is there any reason for 84 in FKA (what puts him above Brook who was known for his good free kicks)? I've never read anywhere he was extraordinary good in that aspect but perhaps I've overlooked something..
Era should be changed IMO, his best season at Arsenal came were 1930-31 (28 goals in 42 matches) and 1932-33 (33 goals in 42 matches). Probably it would be even the best to split the set in two eras: in his first years he was definitely better scorer while in his later years (when Ted Drake became Arsenal's CF) he became better "team player"..

You think AGI needs to be orange? RES should be lowered, and I agree that speed should be higher, but not too much, I haven't read anywhere that he was too fast. He had great reactions and good body movement which helped him to confuse defenders when running into empty space.

About speed stats: from what I've read, I'd say that the space between TS and ACC should be bigger (ACC > TS) to represent his ability to beat defenders by those short and clever moves.

AGG shoud be in orange. And for speed stats, I suggest:

TS: 82 => 83
ACC: 84 => 87
AGI: 80 => 83
RES: 87 => 81

About RES, I do not know, as you know he was described like a WF poacher something like CR7 o Riva, He wasn't a typical WF so I think Res should be higher, but if you want It can be decreased.

About AGG, He is already superior than Brook, and him (Brook) was more incisive player playing in all positions in attack. And already Bastin have a better attack, so again, I have doubts.

I agree that he should have two separate sets. The actual set seems a mix between the two. About this set I would make it Era 1935-1938, so age 23-26; I would give him ATT 86, RES 81-82, SPA 83-84, LPA 82-83, SA 83-84, ST 84, HEA high 60s, TW low 80s; he might have either Early Cross or Passer as card, not Reaction, Passing as special ability, if he has Long Ranger he must have also Middle Shooting, if he has Outside he should also have Outside Curve unless you meant Side and in this case replace Outside with it; Growth Type: Early/Peak.

For the first set I thought it should be 1930-1935 to highlight the seasons in which he scored a lot and the difference with the late and more assist-man Bastin. Here's a set made by me:
