Ugarte was a Bolivian footballer. He scored 16 goals in 45 caps for Bolivia, making him their second all-time top goalscorer behind Joaquín Botero.His national team career lasted from 1947 to 1963, and he played for the Bolivian team that won the 1963 Copa América, where he scored two goals in the final against Brazil.*

Ugarte spent most of his career with Club Bolívar but he had a short spell with Argentine club San Lorenzo de Almagro in 1958 where he was the first Bolivian to play in the Argentine Primera. He also played for Once Caldas in Colombia.*

Ugarte retired from football in 1966, in his last years he suffered from poverty and illness, he died on March 20, 1995 aged 68. The Victor Agustín Ugarte stadium in Potosí is named in his honour.*

He is considered along with Marco Etcheverry the best Bolivian football player ever.

As you can see there, he apparently played in all the positions in the forward line of the Bolivian team (in 1963 though), perhaps SS and WF could be added as optional here..

Here it says that he was "Entreala" (Between wings lol, there isn't a accurate translation, but it is related to SS or inside forward) often wearing the #8..Not only that, he was described as a terrible master of the ball, and he did things "that nobody had seen before" (lol), keeping the DA, probably he should get Dribbling and Trickster..

Many Old Press Members and Old Fans of Bolivar tell storys about that him was a great athlete even for he's time's also , he play in La Paz ( City from is the Bolivar FC) where is placed in high altitude , and is not so much oxygen.
I suggest 85-86 in STA and 82-83 in MEN to represent that.

He is named by several journalist and Magazines like the best controller of ball of Bolivia history , even more that etcheverry on the rankings ( and that is say much , because etcheverry is the best bolivian player that for now i see ).

86 is too low in TEC for him ;) .
