INFO:
Lowe was a wing-half who played most of his career for Fulham: he's the club's second player for number of appearances with 511. He joined Fulham in 1950, after four seasons at Aston Villa where he played over 100 games. During his period with Villa he capped 3 times for England in 1948. He left Fulham in 1963 and retired two years later after a short spell at Notts County.
Lowe played mostly as deep wing-half and sometimes as full-back, always on the left side, but he could also play as centre-half − position that became the main one during his late career. He had a loping stride despite a deceptive pace − which he lacked in − and he could cover ground very well for being a slow tall man; he was a fair but hard tackler and a fiercely tenacious man-marker with flawless positional sense; he was powerful in the air and invariably composed; he could deliver beautiful passes and − unselfishly − he was often conservative with his distribution, preferring to break-up attacks with energy, feeding then his own inside-forwards; praised for his natural ability, he was a model of consistency and was never booked or sent off.
It's not clear why he capped only 3 times for England. In his first cap against France, he began showing his impressive skills: he swayed gently but persuasively while his opponents underestimated him, allowing him to deliver an exquisite through-pass with his favoured left foot to Raich Carter who scored the third and final goal. Due to his performance in that debut match, it seemed that a new star was born. Unfortunately, after two other appearances with England, he didn't gain other caps. There was a rumour that he had upset an important member of the FA's selection committee, who had interest in a rival club, by not agreeing to a specific transfer, but that could never be proved.

SMF is unneeded, unless he played as a very defensive minded Winger.

Is the position WB accepted here (despite not being featured on PES in a long time)? I think that position would suit him perfectly.

such roles like WB/SMF were pretty much nonexistent back in the day.

According to what you have written in the info in the set, i'd give him this:

Position: *DMF , CB , SB
Side: LF/LS
