Lowe was a wing-half and full-back. He spent most of his career at Fulham, playing 511 matches from 1950 to 1963, and he's the club's second player for number of appearances. He previously played for Aston Villa from 1946 to 1950, making over 100 appearances. He retired in 1965 after a short experience at Notts County. He capped for England 3 times in 1948.
Lowe played mostly as deep wing-half and sometimes as full-back, always on the left side, but he could also play as centre-half ─ position that became his main one in his late career. He had a loping stride despite a deceptive pace ─ which he lacked ─ and he could cover ground very well despite being tall and slow. He had composure and fairness, but he was a hard tackler, a fierce and tenacious man marker with flawless positional sense. Also, he was powerful in the air and could deliver beautiful passes, but he was often conservative with his distribution, preferring to break-up attacks with energy, then feeding his own inside-forwards. Praised for his natural abilities, he was a model of consistency and was never booked or sent off.
It's not clear why he capped only 3 times for England. In his first cap against France, he began showing his impressive skills, swaying gently but persuasively while his opponents underestimated him, allowing him to deliver an exquisite through-pass with his favourite left foot to Raich Carter who scored the third and final goal. Due to his performance in that debut, it seemed that a new star was born. Unfortunately, after two more caps, he didn't gain more. There was a rumour that he upset an important member of the FA's selection committee who had an interest in a rival club, by not agreeing to a specific transfer, but that could never be proved.

Is the position WB accepted here (despite not being featured on PES in a long time)? I think that position would suit him perfectly.

such roles like WB/SMF were pretty much nonexistent back in the day.

According to what you have written in the info in the set, i'd give him this:
