Between 1990 and 1998, he scored 100 goals in 192 games for Verdy Kawasaki. He also scored 55 goals in 89 games for Japan between 1990 and 2000. Shouldn't he have a little higher SA and Headers?

You have to take in account the level of the Japanese league in which he did that performance, to have a ratio of +0,5 goal/game in Japan or against mainly (to be verified) asian selections is not the same performance than doing it in Europe or even South America. In order to have balanced sets, the rating of these players should take that factor in account. Otherwise you'll have players who performed in various leagues and at various levels at the same rating.
As far as I know, Konami itself had been very cautious in rating the Japanese players in the different versions of WE games they issued over the years. That must be the start of an explanation of their true level.

Just look at the whole set, DA/DS Combo + that amount of Special Abilities, he's like the best Nipponese ever, at least among the forwards.
