He made his debut for Universitario on March 20, 1932, in a friendly against the Jorge Chávez club of Ica. However, it wasn't until March 27 that he emerged as a major player for the club. That day, Universitario defeated Alianza Lima 1-0, thanks to a goal from "Chueco." "Chueco" played 125 matches for Universitario over twelve years, from 1932 to 1943. During this time, he won three national titles in 1934, 1939, and 1941.
With the Peruvian national team, Tovar won the 1938 Bolivarian Games and the 1939 Copa América, where he wore the captain's armband.
