In 1946, Ciclista achieved promotion back to the División de Honor (the top division) thanks to the goals of "Chino" Rivera. The most memorable was in the decisive match against Telmo Carbajo, the winner of which would be promoted to the Primera División (the top division). Rivera received a pass, dribbled past three opponents, and unleashed a 30-meter shot that nestled into the back of the net.

The following year, the "Decano" (Ciclista's nickname) was back in the División de Honor, but without much success, as they were relegated again in 1948 along with Jorge Chávez. This situation led to Rivera—initially much against his will, since he was a self-confessed Ciclista fan—being loaned to Deportivo Municipal, the team with which he would experience his best years as a footballer.

The season following his arrival at the Municipal club gave Rivera his first and only national title. In 1950, alongside Humberto Becerra, Adolfo 'Fitín' Cabada, Germán Colunga, Roberto Drago, and his brother Roque—with whom he would form the starting forward line that season—'Muni' secured the championship three matches before the end of the season with a 1-1 draw against Alianza Lima. Rivera was the tournament's second-highest scorer with 13 goals, behind Alberto 'Toto' Terry, who netted 16 for Universitario de Deportes.

The following year was also very successful for the striker. That 1951 season, which marked the beginning of professionalism, was characterized by the colossal head-to-head battle between Rivera and Valeriano López for the league's top scorer title. Finally, the 'Tank of Casma' managed to break through in the final matches, totaling 31 goals and once again leaving 'Chino' as the second-highest scorer, and now as runner-up behind Valeriano's Sport Boys. Even so, Rivera had some important consolations, such as his hat trick in the spectacular 5-5 draw against Alianza Lima on matchday 12. And he would later have his revenge in his loyal competition with the 'Tank'.

While all this was happening in Lima, the exploits of 'Chino' did not go unnoticed in Chimbote. The striker was the pride of the city, and for this reason, on October 27, 1951, while he was vying for the top scorer title and the tournament championship with Valeriano, the Manuel Rivera Club was founded in Chimbote. Its jersey was a white shirt with a red stripe, similar to that of Deportivo Municipal, where the port city's idol played.
